After person performs the required action, the victim is covered in bright pink, orange, and yellow flowers (roses, daisies and the like). These flowers are acidic to a point. They eat off any clothes that the person is wearing, but don't harm the skin. The flowers then fall off, leaving only one or two in strategically placed areas. The victim is unable to redress. If such an attempt was made, the mass flowers would appear again to once again eat off the clothes.

Magical Clothes/Armour must make a seperate save or be destroyed, and magical clothes that confer a resistance to acid though are also resistant to this spell.

Material Component: a drop of acid and a rose petal

Hey cool you came out with the stats to this one, cool. You know, you could actually lower/raise the level of the spell by directly stating damage dealt to items worn (so magical items take damage, save or no save, but don't get automatically destroyed either). Just a thought. Great spell :D

I am unclear, does this spell automatically destroy non-magical or not?

Do the flowers inflict acid damage on someone who touches them?

Any clothes that the victim is wearing are destroyed. Any items that they are carrying might be damaged. The victim is left naked with flowers in obvious places so as to not let them be completely nude.

As to the flowers affecting other people... That would be up to the caster. There are a couple of possibilities, though there are no stats for them.

A) If anyone else were to touch the flowers, they would suffer the same fate, and end up with no clothing.

OR

B ) Nothing would happen at all, but they can do nothing to help the victim.
