Ring of False Promises
The person that wants to activate this ring must present it to the target while swearing an oath of loyalty (wether fealty, undying love or some other oath of loyalty it doesn't matter). If the target accepts the ring then they are subject to a permanent suggestion spell from the person swearing the oath. If the person who swore the oath ever breaks the oath then the suggestion is broken and the ring immediately tarnishes. The target of the oath immediately recognizes the fact a suggestion was placed on them and that the oath was broken. A tarnished Ring of False promises cannot cast use its suggestion power, but the wearer gets a +2 insight bonus on attack, damage, save throws, and skills against the person that broke the oath. After a Ring of False Promises is tarnished the only way to clean it and restore its power is to give it as part of a new oath of loyalty, and the oath being fulfill, or the person swearing the oath dying while trying to fulfill the new oath. The DM has final say on what is a strong enough oath to clean a Ring of False Promises. The Ring of False Promises is normally a plain silver ring. If the magic of the ring is active it seems to shine with an inner light. A tarnished Ring of False Promises looks like a tarnished silver ring.
Aura: Faint Enchantment CL: 5th Cost: 3,000gp

Ring of Health
As long as this ring is worn the wearer has 10 extra HP added to their maximum HP. These hp are temporary in that if the ring is removed they dissappear the same way the barbarian's extra HP dissappear after a rage.
Aura: Faint Necromancy CL: 3rd Cost: 12,000gp

Ring of Defensive Barriers
3/day (free action (swift) command word) When the wielder is attacked they may choose to activate the ring as a swift action to cast Resilent sphere on the attacker (regardless if the attack is successful or not) at 7th caster level DC 16.
Aura: Moderate Evocation CL: 7th Cost: 25,000gp

This is probably about the right length if you want comments, sorting through more than five items becomes problematic to make responses.

Ring of False Promises, the description is very confusion. What exactly are you trying to do with this item?

Ring of Defensive Barriers, what kind of action is activating the power? Is there a time limit? i.e. Must it be used in the round after being attacked?

So what do the rings look like then - any markings? Ring of Defensive Barriers - as it name sounds it would feel that the ring could use a certain different number of Barrier type spells or abilities - thus making it more desirable. I must admit that I too wonder about the activation of this item.

It occurs to me the word use probably shouldn't even be in there however having finally gotten Magic Item compendium I'm going with free (swift) action, command word. I'll fix in in the item.

I tend not to add specific markings to my rings as I think the DM should set them as works best for his campaign setting. As a DM I don't like it when the book tells me what an item should look like and try and avoid doing it to others.

I reworded the ring of false promises hopefully it makes more sense now.
Person A gives the ring to person B while giving an oath of loyalty to person B.
The ring places a permanent suggestion spell on person B with person A in control of the suggestion.
IF person A breaks the oath (by being unfaithful for example) then the ring tarnishes -- person B is released from the oath and gains bonuses against person A.
A tarnished Ring gives no other abilities and looks like a tarnished silver ring.
A tarnished Ring can be restored if given as part of a new Oath of Loyalty that is fullfilled either by success in the oath (being faithful for the duration of the oath *note most oaths of fealty are life long) or the death of the person that swore the oath in service to the oath.
