Casting Time: 1 Minute
Range: Long 400ft + 40ft per level
Area: mile radius plus a 1/4 mile per level
Duration: 1 hour per level
Saving Throw: Will
Spell Resistance: Yes

The caster creates a thunderstorm (DMG 94) in its area of effect (or a thundersnow if the temperature is cold enough and the caster desires). . A feeling of dread pervades, causing a -2 morale penalty to saves. Though that is not all any dead body exposed to the dreadful rain for more than a minute animates as a zombie (or a skeleton if it lacks flesh) and begins attacking the nearest living thing.
Material component: A good aligned holy symbol that must be desecrated and destroyed and then cast into a brazier of rare incense (50 gold worth) which must then be doused with the blood of an innocent.

OK, let us start off with something you never thought to hear me say: the area of effect needs to be larger. I would suggest a mile radius plus a 1/4 mile per level of caster.

I think I would up the casting time to a full minute, it is a minor ritual.

Save: remove the harmless part . . .

how can you dust something with blood? it is a liquid not a powder. shouldn't it be something like doused or some other LIQUID term? splashed etc.
