I want to build some history for a campaign setting of mine and in order to do so I must travel back in time. I want to create a mostly freeform game for goblin and kobold characters that are part of the massive city.
I want the game to kind of venture out of my control and utilize player GM's that take other players on side journeys and develop the city. I have never really tried to do something like this and because I plan on publishing my book it would be really cool to do something like this.
This would be loosely freeform, meaning there would be two words that would represent your goblin character; character key words if you will. A great example would be ; stupid, strong. One word representing a bad part of the character and one representing the greatest trait.
There would be no die rolls, this would be more of a storytelling game that I want to spiral out of my control but remain within the city (above and below ground). I will play but one character, that of Ariagorax, the Flame of Magakora. I will help the game push along in the beginning but would want others to be able just come up with stuff.

Magakora
Massive carvings of goblin heads and crude mountain graffiti mark this empire of goblinkind. Magakora is at the center of a large mountainous forest and has never been conquered. This is due to the massive number of goblins that call this entire area and everything within 50 miles is crawling with goblins. Magakora consists of a large cave network that is mostly natural. There has been some changes to the caverns.
The strangest thing about the Magakora goblins is their relationship with kobolds. They live alongside a massive collective of kobolds that live beneath the mountain. The goblins of Magakora are also allied with a great red dragon that has become so fat with the offerings of goblins and kobolds alike that it nearly cannot fly and only when spurred on by all does it move to action. But when spurred the 'Flame of Magakora' is terrible indeed, setting to the flame all of the enemies of the goblins and kobolds.
Ariagorax, the Flame of Magakora knows he has a good life. With but an utterance the dragon can put the goblins and kobolds on the warpath. He is content with less than that, his lair is deep within the heart of the mountain in a large cavern suitable for flight if he were a more agile flier. A large crescent lava flow runs near his lair keeping it around 120 degrees in winter. On top of that, thousands of goblins are on the surface and hundreds of kobolds serve his every need. Thousands more dig deep for metals and gems, many of which are given to him. His hoard is about three times the normal size for a dragon his age – something he is very proud of.
Magakora, with its dragon protector faces several problems – one is overpopulation. In a city built by goblins and kobolds there is not much thought to a rapidly growing society. The trees are all but cut down in a 5 mile radius from the city. Getting lumber is no longer as easy as it once was. There is literally no security in the city – people walk in and out of it from wherever they come. Seeing humans in the surface city is also not really unheard of. The streets are crowded with refuse, debris, and detritus. Disease runs rampant at times devastating large portions of the goblin empire. This is nothing to them they just keep breeding. All of Magakora’s neighbors – the giants to the south, the Empire of Blood, and the Orcs to the north all know that the goblin threat must be dealt with. They fear the dragon and the sheer number of goblins that would pour forth in wave after wave of goblin should they ever want to go to war, which the dragon in all his laziness will probably not be doing in the near future.
