Collar of Dampening
This large iron collar is the bane of all spell casters, devised in the dungeons by a mad goblin tinkerer, they were commisioned for priests of a law diety who needed to bring mages back for trial. Upon a person having one fitted, it magically seals itself and can only come off if a predetermined command word is spoken, not even a Wish spell can remove the collar. The collar causes intense pain to the wearer when they cast a spell (in which case, it should impose a huge increase to the Concentration DC to cast a spell while wearing it, say 25 + spell level + electrical damage rolled, or a +15 to the concentration check's DC, which ever is higher.)

Oooh, I know of something like that!!
<FLASHBACK>
So there was Juliette, infront of the the guy who we THOUGHT was Merilon's father. It really wasn't! It was really Ben, the Evil Elf, and man, is he evil!! Tell ya why later.
Anyhow, since I used magic (Most in Rolemaster do) he had me put on this bracelet. I could no longer cast any spells at all. It was made Kregora. Kregora absorbs magic power and disperses it. It goes away. Kregora never gets full, so it never stops. It is impossible to affect with magic.
I had no magic!!! And there he was, with 2 demon guards, and I had no magic.
It sucked.
It is very powerful, yes. I could not get out of it, either.
However, it made for awsome story play!

Barrok, does the collar stop spell casting because it:
a) dampens or absorbs magic (in which case, it might have a limit on how much it could absorb and a powerful spell caster could overload it, given time).
B) hampers the ability to cast spell by being clumsy, heavy, etc. (In which case, it should be a spell failure chance as written, but it would be less effective against divine magic and spells without gestures).
or
c) causes intense pain to the wearer when they cast a spell (in which case, it should impose a huge increase to the Concentration DC to cast a spell while wearing it, say 25 + spell level + electrical damage rolled, or a +15 to the concentration check's DC, which ever is higher.)
