While not all places in the Sea of Stars require travel papers, many do. This is not as uncommon as you may think, such things have been around for centuries in our world. Just like Royalist France, they are a means of social control. Which means that the Dominion is big on using them.

So, if you want papers, you have them. Failing that, you can always try to bluff.

Ah those papers, I thought they were papers that allowed travel now issued by the Dominion.

I actually started with things like that in my character sheet.
