An iridescent blue bolt flies unerringly from your forked fingers to a target creature. If the target creature has no unspent spells or spell like abilities they are not affected by this spell, otherwise they must make a Will save. If unsucessful they take 1 point of damage per level of each spell or ability, e.g. a wizard has a fourth level, 3 second level and a 1st level spell left - being hit by this would incur 11 points of damage. The damage this spell causes in untyped energy damage and cannot be reduced except by the sacrificing of spell slots or abilities uses. If the damage is not reduced by sacrifice of spell slots/abilities, the target is dazed for 1d6+1 rounds, a successful Will save reduces this to 1 round. If the damage is reduced, the target is only dazed for 1d3 rounds on a failed Will save. Any creature who takes damage from this spell cannot use their spells or abilities for 1d10 rounds there after. At will abilities are counted as if the creature can use them 3 times a day.
To negate any part of the damage the target creature can sacrifice the spell or ability thus rendering it spent until the next day or meditated for again. At will abilities cannot be sacrificed.

Maybe it's just me, but this seems a little underpowered. I think because it's damage is so dependent on how many spells the other wizard has... although it does have the potential to do substantially more damage to higher level casters, which is interesting. I can't really back up my opinion, just it feels a bit underpowered. Maybe somebody who's actually good with spells can come and give their opinion...

to bump it up a step:

if the spell is targeted upon someone without the use of divine or arcane magic, it then switches its focus to the next closest caster within the sphere of influence..?

I guess I can see that you have a 15th level wizard - with 18 INT

5*1, 5*2, 5*3, 5*4, 4*5, 3*6, 2*7, 1*8 possible spells

which equals - 100 hits of damage or spells being sacrificed to negate some of the damage. Perhaps it should be added in that if any damage is taken the subject of spell gets a condition such as nausea or some such.. perhaps their spell casting power cannot be used for a certain length of time.. maybe upping the damage...

hmm I'm open to discussion on this one as 6th level is quite high and I would prefer it to stay at that level ..

I like the effect of them not being able to cast for a certain length of time... I considered suggesting that, but I had no idea if that was too powerful. Not for too long of a duration, maybe something proportional to the amount of damage he takes (=amount of spell levels remaining he has).

I added in this line

"Any creature who takes damage from this spell cannot use their spells or abilities for 1d10 rounds there after."

Does that make it better and more in line with an Abjuration spell?

First, I would change the save to: Special (see below)

And add:
