I am making my own game system and based on responses I received from another role playing resource, they prefer systems that used XP points for the basic template for the particular race (to be a dragon it will cost the person 5000 XP in this example) instead of saying 1 level of this race would be 20 levels of a more common race. The system I used leans more towards higher level races costing more XP starting off lowering their starting character level and I even included class into it as well so the number of classes and races one ends up picking will all cost XP starting off and whatever is left becomes your starting character level.
I leave most of the in game balancing with the DM since they choose to apply whatever rules fit their games and if a game isn't balanced it is because they allowed it be misbalanced to begin with. Another thing I am focusing on for balancing is based more on the environment, a dragon won't want to cause trouble if they know dragon hunters are always watching at anytime or the forces good and evil will want to keep a low profile because they don't want their counterparts to see what they are doing just so they can get in the way of the plan to save people or cause mass genocide as couple examples. I do this by incorporating a system where the character will have to pick what they want to public to see them as, some races like dragons are going to get certain tags automatically even if they don't want them because they are dragons and because of these tags that go with them anywhere they go, they must watch out for who is around them at all times. I did this because the DM has to control the game and I gave a tool to do it.
the rules helps to a certain degree but the DM makes the game go if it is unbalanced do something else to account for it like increasing the HP of the enemies or giving them bonus abilities only when they are attacked by the higher level beings in the party. If a DM can't make subtle adjustments like this or refuse to do so out of laziness how can they ever consider themselves a real DM? They have be able to adjust any situation that may come up in their game doing things like I mentioned may have to be done. That is why when I DM a game I don't restrict races the players want to play, if they want to play a higher level character they will have to deal with the downsides of having that race like not being able to get any info in town because people are scared of them or being the focal point in combat even if they don't want it on them. If any of what I say make sense tell me, the game shouldn't control balance within itself, the DM should be doing that right.
