Components: V, S, M: a small piece of sulfur
Casting Time: 1 action
Range/Area of Effect: Medium / One 10' burst per 3 caster levels
Duration: Instantaneous
Saving Throw: Reflex for half, per burst
Spell Resist?: Yes

The smell of sulfur and the searing heat of napalm rain down from the sky in a number of bursts equal to 1 per 3 caster levels. Each burst can drop anywhere in the caster's range, causing 5d4 damage per burst. The caster can designate multiple bursts to strike the same target or have their areas of effect overlap, causing additional damage. Each burst is a 10' diameter effect from the point it strikes, and each burst a target is caught up in requires a separate Reflex save for half damage. This damage is considered half fire and half impact damage.

Quick questionm and its not a biggie at all - would you cap the bursts at all - say you had a 60th level caster (i know its insanethat anyone would be allowed to get that high a level) thats 20 bursts - Most spells seem to have a cap of some sort per hap this being Max of 7 - 10 bursts

BTW nice spell like it being half fire/impact

After certain levels I feel that most spells don't need level caps, due to the vast array of spells that just outright kill people. Considering the damage being relatively low I wouldn't worry about too much abuse from high levels.
