Barrok's Cone of Mulled Wine

Barrok loved a little bit of warmed spiced wine during the festive season but once he burnt his tongue on some which had been boiled instead of warmed. In a foul mood, fit for vengeance he created a spell to help other feel his pain.
A sudden gout of steaming hot spiced red wine shoots forth from the caster’s hand scolding any creature caught in the area and extinguishing any non magical fires as well. All creatures must make a save for half damage or suffer 1d4 points of fire damage per caster level (Max 15d4). If a creature fails their reflex save they must then make a fort save or take 1d3 points of Intelligence and Wisdom damage. Until this damage is healed the creature will feel slightly tipsy and be at -1 to all skill and attack rolls.
The ability damage does not effect any creature who is immune to it also the tipsy feeling being linked directly to the ability damage will not effect the immune creature.
