The caster makes the appearance that the target is talking complete and utter nonsense, in reality the target is talking perfectly normal and may still function as such i.e. cast spells with a verbal component. But to the outside world they perceive the hapless target as someone speaking a strange long forgotten language at 3 times the normal speed. All who hear the target of this spell must make a will save to actually hear them normally.
